Rebecca L. Ross is the managing partner of Ross, Dixon & Bell, LLP’s Chicago office. She joined the firm in 1987 and opened the Chicago office in 2000. Before coming to RDB, Ms. Ross was an Assistant United States Attorney for the District of Columbia for eight years and a Trial Attorney in the Civil Division of the United States Department of Justice for three years.

Ms. Ross has more than 30 years of civil litigation experience at both the trial and appellate court levels and has handled a wide variety of cases, including insurance coverage issues, commercial litigation disputes, employment discrimination cases and insurance bad faith claims.

Ms. Ross specializes in complex litigation. She has handled scores of environmental and mass tort coverage actions. She acts as national settlement counsel for one insurer and specializes in creative solutions to complicated legal problems. In addition, she has handled a host of complex general liability claims involving advertising injury and personal injury claims. She also provides extensive counseling to insurance companies including advice on the drafting of policies and exclusions.

Ms. Ross has extensive experience litigating extra-contractual claims. She is co-author of “Developments in West Virginia’s Insurance Bad Faith Law - Where Do We Go From Here?,” 98 W. Va. L. Rev. 267 (1995) and a frequent speaker on insurance coverage and bad faith issues.
